At the second title screen, press:

Up, Right, A, B, A, Down, Left, A, Down, B, Up, B, B, A.

The "Start Game" screen will then appear, when you press Start the level select screen will then appear. (see right)

Once you have begun play you can then skip a level by pressing & Holding A+B+C.
